If she decides that she doesn't want to pay $14k(?) more for the Bolt than originally planned, she will need to get something else. Maybe a non-electric. Not sure what she's decided to do yet.

IMO,
residential wall chargers - up to $1500 rebate. maybe also offer something to businesses/malls to help build up an infrastructure.
revive the old program but with changes... EV up to $50k - $5-15k rebate based on specs/battery capacity. 50k + - up to 5k based on specs/battery capacity.

While we all laughed at the retards who put solar panels on their semi-detached home ... These incentives were a step in the right direction .. .I think?
i.e. there was the counter argument that the mining and processing to gather the components (particularly in batteries) was hardcore fuuuucked.

Well, its no doubt a big thing that people overlook is the whole manufacturing process and all the precious metals required to build these electric vehicles/solar panels/battery walls. But at least we're starting to move in that direction and hopefully over time, we'll come up with better technology, or better manufacturing processes.
My issue with solar is if there's enough benefit given our winters?
