I bet there was some pretty heavy pushing too Generally if you want to try and freeze water with flash, what you actually need is a very very very short flash duration as opposed to super fast sync speed. What that means is lots of lights on minimum power, combined and aimed together to get the total output you need. And yea man, I'm not surprised that with no flash a 1/1000 to be fast enough, especially at long focal lengths.
