You can get one brand new with USA warranty from Canonpricewatch.com for $1799. That's $150 cheaper than BH, Adorama and Amazon. Most people (in my experience) looking to unload theirs, bought them when the prices were way higher, so there isn't much discount in the used market.

if you aren't in a rush, a couple times a year there are 5-10% discounts off Canon Refurbs.

Yeah. Surprisingly, CL is the most expensive. Photo-on-the-Net and FredMiranda are the cheapest followed by a 40K member group on FB that buys and sells only canon gear. I'm thinking $1400 is a really good price to catch and look for, but most are selling for $1500.

My take on glass is that its an investment, best to buy new. You never know what people put their gear through and internal damage does not always come with corresponding external damage. "Like new" or "perfect" is highly subjective and to save $200, especially on a workhorse piece of glass like the 70-200 is not worth the risk of getting someone else's "tenderly loved" gear. The 70-200 is really a buy it for life lens, worth every penny IMO.
