I don't know anything about this. My observations/speculation:
You can work out "easy" in a small/medium calorie deficit
It's pretty tough to workout at all in a 'large' calorie deficit
It's pretty tough to workout 'hard' in a small/medium calorie deficit
Is this true? Like for instance if one wanted to do a "hard" 8/10+ effort [say HR zone 4] for like an hour or something you probably can't do that in a calorie deficit /if improperly fueled.
Does this seem accurate? Or is this just me?

Depends on when exercise is done. I can get away with a couple hard workouts a week by upping on those respective days. But the discomfort from a strong deficit will hit you regardless, whether during the workout or sometime afterwards.
Good quality calories can help minimize lethargy and other side effects.

I did, and I gave up running for 2 weeks because I was a sniveling pile of shaking burnout

When is the last time you took a break from your deficit?
We have 1 cheat meal a week. Last week we had 2 because the wife was down in the dumps.
We've been "dieting" (I hate that term) for maybe 6-7 weeks.

I can barely function in general if I skip meals/lower intake.

For most, I would think it's more about finding a balance between enough vs. too much. I don't go below 1700 on regular days, or 2000 with hard exercise. Though I freely admit I can't run around doing shakes & burgers while maintaining a deficit lol.

I'm willing to admit I'm just a huge pussy. Any 8/10+ effort for say an hour and a half or longer and if I'm not eating properly I'm probably having a mental breakdown at some point during it.

I don't mind working hard: I just can't do it in a calorie deficit reliably. I'd have a better shot at surviving track intervals underfueled just because the duration is only going to be like a ~40m workout max.
I don't know how to be more miserable than doing a pace run at like goal HMP for 8-10 miles underfueled. If it gets any worse than that I just need to stick to hobby jogging.

Take a week off. Don't go nuts, but eat normally for a week.
