Not a problem, I'm sure a private company will pay the bill and do a rev-share with the government. People thought the 407 was a dumb idea but now it's a cash cow. It was cheap at first to tweak the utilization but now, during rush hour, I think it's very well utilized from Vaughan to Markham (it's pretty packed but people are moving at 80+). It should definitely be cheaper during the off-peak hours as the 407 is empty outside rush hour. People driving into the core are high paid employees/executives that have company paid parking or are paying $25/day... otherwise they'd take the GO for $12? round trip. The DVP HOV lane works relatively well (other than the DVP/404/401 interchange) for those that can use it.
