Construction crew cutting up curbs all over Markham

Not exactly sure wtf is going on, but it's going on all over the place. They're cutting up about a 6ft chunk of a perfectly good curb then redoing it, every 100-300ft, depending on the street... Wasn't sure if I saw them putting a metal conduit underneath... perhaps for wiring? It's odd. I see it all over the place ...

Markham is doing free construction work for all residents which are deemed "poor" Taken outside my living room window 10 mins ago  
care to share how you got them to come to fix your issue? Im still fighting with the city of mississauga to repave my driveway on the blvd and they told me they will not repave it, only a patch job will apply. My driveway was repaved 3 years ago.

So ... they've effectively ripped up ~10-15% or so of not only chunks of curb, but entire squares of PERFECT-looking sidewalk  Construction guy says City of Markham complained the workmanship was shit, and so they're doing it all over again.  It's fucking cray ...

City fixed my parents weeping tiles when they fucked them all up doing something on the sidewalk and caused our basement to flood when I was a kid.
