7, grd 2, 20-ish min nightly, about an hour combined over the weekend Wow really? My son is 6 gr1 and barely has anything. The last 2 assignments he had were to draw pictures, 5 mins and done.
ya...for my son, it breaks up like this, new level appropriate "home reading" book every day, (since kindergarten) math + language homework over the weekend (plus home reading book) New weekly library book, (since kindergarten) and usually one take home project of some sort every 2-3 weeks
on top of that, the school has multiple online learning tools for reading/math/language who's home use is encouraged and tracked, as well as utilized in the classroom
Daughter is 6 in Kindergarten and has just started with "home reading" books a few times a week, and library books once a week, as well as her own logins to the level specific online tools

6 yr old, grade 1.
she gets 10 minutes worth every couple days from school. reading the same damn book for weeks at a time, some spelling, rarely some math, french vocab ... then i bust out the curriculum books from chapters and she gets a few pages from each section to keep her busy until her sister gets home.
Same, minus the French (it seems like they don't have French in Gr. 1 at our school???)
ENGLISH: Reading - in-class book where we read together (she reads, we help her w/ the big words, ask her a few questions to make sure she comprehends); she'll get a new book when we finish the one she signed-out for and we sign for it She also brings back a library book for the week (she tends to pick the easier stuff, that's more for pleasure reading).
Writing - weekly assignments should take 10-20 min. per day to finish (4 days' worth because she hands this stuff in on Fridays), but we compress it to have her finish the week's assignments in 2 days to free up time on the other 2 nights where she goes for JJ classes
According to her teacher, a lot of the work is done in class (write letters, journal entries) - HW is just for reinforcement.
MATH: It's pathetic - its really a repeat of stuff she learnt from where we sent her to JK/SK; irregular pattern of hand outs; so to compensate, I bust out the arithmetic questions - give her a 10-question problem set to do addition / subtraction that involves carry over (for addition) & borrowing (for subtraction) - to get her to do basic arithmetic quicker (will work on multiplication / division when she's in gr. 2/3)

Is it bad that I want to hold my kid back and make him to grade 3 again? He's at a grade 1 level (he is barely able to do the grade 1 curriculum books I bought.) His writing is atrocious, his counting is bad... he is basically not able to do grade 3 work and it's almost time to go to grade 4. I feel like the further they move him along, the harder it'll be for him and the worse he'll do.
The school system doesn't fail people ands unfortunately he's part of that dysfunction. I'm really thinking about enrolling him back in grade 3 and not in grade 4 (they'll pass him from grade 3.)
did you get any feedback from his teachers? did (s)he say whether he wanders when the teacher's doing the talking / teaching? does he participate in group work?
holding back may not be the answer; if anything, it may make him more embarrassed / resentful of school because he's not "smart" enough to move up a grade with his friends (you know how kids are pretty cruel in the school lot) or he'll just get bored because he's doing the same thing again for a whole year.
since the school year's almost ending - maybe it's best to find a professional to do some assessments to see where the root cause is and see if there's a better solution to practice over the summer? he's still young, there's room to fix this.
also, a lot of reinforcement for what he learns during the day needs to be practiced at home - with both of your work schedules / shift work -- does he get enough help at home to practice what he learned?

Grade 3 and no homework 
My SO sends homework in grade 1...it's not a lot, it's mostly reading.
Also, hasn't the teacher indicated that he is struggling with reading? Has she recommended anything?
Not sure how your school is, where my SO teaches they send out a newsletter every month about what they will be covering that month so that the parents are aware and can do extra with their kids if they want.

a friend's son is enrolled in reading camp for the summer. i suppose there's probably reading camp, math camp, and whatever else. probably a good way to approach it, since it'll be fun, he'll be with kids who probably have the same difficulty, and he won't feel like he's inferior.
buy him some comic books. sometimes it's just a matter of motivation and focus. get him stories he'd enjoy and it'll probably go a long way. or if you think he's old enough to handle some comic violence, i can just pass you a stack of the stuff we make.

Hmmm - that's weird, I haven't heard of not having any homework before (except the occasional week once in a while when they are doing 'special projects' at school), but its good you're finding your own ways to keep the learning going.
In addition to chatting up w/ the teacher - see if his teacher can show you stuff that he's been working on in class (my kid's class, each one has a work binder which we saw during the one and only parent-teacher interview we've done) and check out the stuff he brings home which he completed in class at one point or another.
Learning anything takes time, but once your brain clicks - it'll get a lot easier.
As weird as it sounds, maybe it'll take 1 bad report card to trigger him to work hard at it. Being frustrated is part of life; can't really succeed until you hit a few stumbling blocks along the way.
