What a damn headache ... More than anything, MIL's freaked TF out, so calming her was #1. #2 was telling her to GTFO of the live lanes; she kept walking back into the lanes to get stuff out of the car, take more photos, etc.
- MIL stopped on 2 lane road, guy tries to squeeze between 2 vehicles to turns out and left out of a Wendy's, scrapes MIL's vehicle
- Guy kept blaming the MIL at fault, apparently didn't give driver's license or insurance. After staying 30 mins, just left.
- MIL only has the guy's plates, and general description of vehicle
- Went to Collision Reporting Centre, said couldn't help us
- We had to call non-emergency line, ask Dispatch to basically dispatch a popo when they're available to file a report
- Unclear what's next -- no one is clear on next steps. Per friend who's in personal insurance, we take that popo-filed report and then call our insurance, however that's still not enough
- Someone, somehow, at some time, needs to get us the 3rd party's driver's license and insurance
- Apparently the popo has to get our story, then contact the other driver to confirm story, and only THEN, does popo I guess force the info to be shared both ways? <dunno>....
What was also sus...
- When I got there, some dude was speaking to MIL
- Said he was a tow truck guy on unrelated tow, saw lady in distress, blah blah
- Guy had on some Meta glasses, I called him out on it
- Said it was a Black Dodge Ram; later on when I looked at the single photo the MIL took, it was a Cadillac Escalade Pickup ....  ... If you're a tow truck guy, no way you mix those up...

As far as I know, the cop's determination of fault would impact any potential driving violation charges and points on your license. The insurance adjuster will make their own determination of fault, based on that report, which would impact premiums.
I would think capturing the damage to both vehicles, and the position they were in at the time of the accident would help anyone "rebuild" the accident, although, if something like traffic lights were a part of the cause, that's difficult to capture without dash cam.
I don't think cops show-up to fender-benders anymore, especially if you're in Toronto. Ain't nobody got time for that. Best case would be to have an independent third party witness provide some kind of recording or statement, but in today's society, people barely care about themselves; you'd have to get real lucky with a good Samaritan.

It's done and over with.
I spoke to a buddy in TPS, and he suggested if at all possible, try to influence the cop and ask why the other was not charged with leaving the scene, etc...
i.e. in my buddy's perspective, any and all info may be relevant to the insurance company to determine fault. At this time, I'm unclear if/how/when the insurer will try to figure out fault, if at all, of the whole "no-fault insurance" thing.
Anyway, wife DGAF, just glad it's over. Wife went with MIL to collision reporting to do the report, and it seemed quick. (Wife has experience - she got t-boned-ish a year ago by an old guy leaving a plaza, so went to the collision reporting centre.)
Buddy got all hot and pissy over how shitty popo are in general -- says he sees it all the time, his peers / other cops just clock in clock out, say bullshit, do what they can do to not support the public, etc.
