I don't have the full details, but my buddy got $85 (total $110) failing to obey stop sign according to HTA
Guy was riding home from Financial District up to North York ... Not sure where, but he said the guy was in his cruiser, and chased him down 'a block' ...

Yup, you're a pedestrian or a vehicle. If you are the latter then follow the same rules.
So when you say they block the road are you referring to any cyclist that's trying to share the road with you, aka them riding = blocking road, or someone who is in the middle of the lane and not keeping to the right (because I've never seen that contrary to popular internet folklore tales cue: Euphoric seeing such activity DAILY).

For what I see it is running stop signs/lights, going straight through when car in front of them is turning right...etc. Disregard to rules of the road.

I used to see them all the time on rural roads at my old house. Fuckers would ride 2-3 across and force cars into the other side of the road to pass. If they rode single file, there's enough room for the car to go by. They also start to cut through traffic between cars when stopped at a light.

As for the ones that ride 2 or 3 wide, it's debatable. If they ride single file on a one lane road, they risk getting run off the road or getting clipped by cars. I've had pick-ups come within several inches of clipping me and it's not fun. While riding on the shoulders might sound ideal, there's a lot of debris there. Last year I rode over a screw which punctured all the way through 2 sides of my tire and tube. That could result in a nasty spill and I could end up getting run over. No thanks.
Forcing traffic into on coming lanes isn't that great either. I think drivers need to have a little more patience with cyclists. There are areas where it's safer for them to pass. Cyclists need to realize they are much slower than cars and give way whenever possible instead of chasing that strava KOM. Cyclists should also try to choose the roadways that create the least amount of problems for motorists.

Your buddy is a giant douche and deserved the ticket. As a cyclist I cannot stand the fucking riders that blow right through stop signs and red lights without any consideration for the other vehicles on the road. I always pray that a car smokes them.
